To move the needle is to make a difference large enough to register on the gauge: not activity, but measurable change. The metaphor is an instrument dial; the corporate meaning is “this actually shows up in the metrics we care about”.
The phrase does useful work when the needle is named: utilisation up, cost per desk down, no-shows halved. It does no work at all when nobody has agreed which needle, which is how organisations end up busy and unchanged. Name the metric first; then discuss what moves it.
